The map

The GTO’s narration

You are a group of persons as many as you are, in two cars on a Gurugram service lane at peak hour, when a balcony comes down on a two-wheeler. You have both cars (they cannot cross the debris), a car first-aid kit, phones with 4G, a torch and warning triangles. The scooter rider is conscious, bleeding from the leg; the balcony is still shedding. Thirty metres up the lane a snapped 11 kV line is arcing and there is water on the road. A woman fifty metres away shouts that two men on a bike snatched her chain toward the metro feeder. 108 says twelve minutes but the service lane is jammed both ways. Do not yank the rider if the slab is still moving. Stay ten metres from the cable and call the electricity helpline. Do not chase snatchers through the jam. Now the time is 18:25 hrs. As brave young men/lady what will you do.

This is one workable plan, not the only plan. The GTO wants a split group, life before duty, and no invented resources. Compare after you write.

Priority of problems

  1. 1. Life — rider under debris (X).
  2. 2. Life — live 11 kV cable and wet road (W).
  3. 3. Duty — create a gap so 108 can enter (X / M).
  4. 4. Property — chain snatch: description to 112, no chase (M).

Distance and time (from the map)

  • Collapse → live wire: 0.3 km pucca.
  • Collapse → metro feeder: 1 km.
  • Collapse → night clinic: 3 km pucca.
  • Metro feeder → chowki: 2 km.

What the group actually does

  1. Party A (2 + triangles/torch) cordon the cable, call 112 and the DISCOM number, keep traffic off the water.
  2. Party B (3 + FA kit) talk to the rider, shield from further debris, control bleeding. Pull only if the slab is stable.
  3. Party C (1) to the main road / metro feeder to flag 108 and open a one-way gap.
  4. Party D (1) takes the woman’s description, calls 112. Cars stay put — no chase.
  5. If 108 is late and the rider is free, one car goes to the night clinic (3 km) with two escorts.

Close: Cable and rider are both life. Phone does the theft and the ambulance. You do not become a third casualty on a live wire.
